Distribution of refunds for the 2024 fiscal year began on March 10, 2025, yet the timelines differ considerably based on the filing method selected by the taxpayer.

In contrast, physical returns filed on paper can require up to twelve weeks to complete processing, due to necessary manual intervention at each stage.

Why is your NC tax refund taking so long?

Each refund request moves through an operational pipeline with statuses labeled “Received”, Under Review, and Approved. Certain requests may undergo additional security verifications. These processes, designed to confirm filer identity and prevent fraudulent activity, can extend standard waiting periods.

The value of a refund is calculated based on multiple variables. Reported income, applicable deductions, claimed tax credits, and existing debts to government agencies influence the final amount. The NCDOR is authorized to withhold all or part of a refund if the taxpayer owes a minimum of fifty dollars to a state, local, or IRS agency through a mechanism called “set-off.”

“If you filed a joint return and your spouse is not subject to the debt, your portion of the refund may be released after a review,” an official explained. Taxpayers affected by this withholding receive formal notification from both the revenue department and the creditor agency.

Those who claimed itemized deductions on their federal return and received a state refund the prior year will obtain form 1099-G. This document states the refunded amount, which must be reported as taxable income on the following year’s federal tax return where applicable.

Tracking your North Carolina tax refund

Inquiring about a refund status is done primarily through the “Where’s My Refund?” digital tool on the official portal www.ncdor.gov. The system requires the taxpayer’s Social Security number or federal identification number, along with the exact expected refund amount as listed on line 34 of Form D-400.

An external event impacted refund distribution logistics in 2025. The vendor for check printing services, Professional Mail Services Inc., ceased operations unexpectedly. This situation halted the production and mailing of all paper checks for tax refunds and other official communications. The impact is significant for those who chose to file a physical return or specifically requested payment by check.

An external situation delayed money delivery

The NCDOR confirmed the incident and announced the search for a new contractor to resume mailings. To date, no timeline for normalization or an estimate of the volume of pending documents has been provided. The official recommendation for affected taxpayers is to monitor their processing status via the online tool and consider the direct deposit option for future filings.

The passage of Hurricane Helene led to relief measures for taxpayers in specific areas. These taxpayers have until September 25, 2025, to file returns and make payments without incurring late penalties. This filing extension inherently means the refunds associated with these returns will be processed on a later timeline.
